Putty download unavailable

Hello,
at this moment the download of Putty fails because the download homepage is 
unavailble:
http://the.earth.li/~sgtatham/putty/latest/x86/putty.exe

This may be a temporary issue but since this breaks our base Package i've 
thought better to notify the list. 

If someone has a reliable secure alternative download please adjust the 
portage.

As a workaround i've made putty optional in virtual/base by depending on 
weather GIT_SSH or SVN_SSH are set. So if you do not need it just comment out 
the variables from your kdesettings.bat.
