Correct... Control Panel is a collection of OLE based sub-views that assumes
the OLE support Explorer implements. The menus operate through similar
interfaces.

Not as a consolidated view, but individual .cpl and .mmc files can be
executed out of windows\system(32, 64). Doing this for .cpl files will start
Explorer in non-shell mode, though.

No. Whatever applications are used will have to be KDE4 aware as well as
Explorer.

You should, unless the games assume for some reason that Explorer is always
the shell. None I know of do, and IE8 doesn't.
