KTuberling standalone on Windows

Hi,

I have been asked to create a standalone version of KTuberling for Windows (as 
in: a single .exe that just installs the application and its dependencies, not 
the whole emerge package manager etc.). Unfortunately I am a UNIX person and 
haven't used Windows for many years so:

I was wondering I anyone has any idea about how much work it would be to 
create a standalone KTuberling app for Windows?

I would appreciate any pointers on how to get started on compiling a KDE app 
as standalone KDE .exe for Windows.
