KDE on asian windows versions? Could not determine kde installation prefix

Does somebody have experience with Asian windows versions and KDE?

Background: There is a report that the KDE components in Gpg4win2 2.0.1rc1 and 
2.0.0 are not starting on asian windows versions.
Error message: Fatal:could not determine kde installation prefix"
