can not launch kde for windows, can not find mingwm10.dll

hi,

  I just install kde for windows use kdewin-installer-gui-latest.exe, it's
4.3.1 version, and i use MinGW4.

But it's can not launch, i reinstall but kdewin-installer-gui-latest.exe do
not download anything.

How can i do?
