khelpcenter bug fix

Hi,

in release 4.2.95 and older there is a bug in the khelpcenter table of 
content creating, which makes it impossible to display german umlauts 
and probably other special characters.  This issue is now fixed in trunk 
and kde 4.3 branch by using utf-8 in general for the internal doc 
generating process. Affected packages are kdelibs and kdebase-runtime.
