I can't confirm this - most mirrors works for me. some might not besynced at
the time you try them so try to use Germany winkde.org mirror - this should
work fine.
As for Quanta - it's not ported to windows yet, so there's no way to install it
anyways.
Closing this bug as it's works fine and might only be related to your network
problems (check your ISP banned sites etc.)
