Dependency tracking of emerge

Hi,

tried to do

emerge --update kdevelop

(after updating emerge itself), but this didn't update any of its
dependencies. In particular it didn't update kdelibs, in turn doing the
above for kdelibs didn't update any of the kdesupport modules.

Is this supposed to be working? Whats the easiest way to update one module
and all its deps? Or even better: How do I update all modules I've
currently built?
