Is there a bug in the installer program?

I just tried to download and install version 4.2.0 from the internet.   I tried twice.  The first time it got stuck on file number 4.  I waited over an hour and there was no change.  I figured it got an internet hic up.  I clicked cancle and tried again.  This time it downloaded in about 2 minutes and claimed it was done and that I should find everything in the start menu.  There are no KDE programs in the start menu!  I am using Windows Vista. Can some one please tell me how to get this working?
