I would prefer MinGW. It is easy enough to set it up. :)
But in the end it should help kde on windows to the maximum extend,
so it is going to be the call of the persons that maintain the server.

Yes, I think we need at least two people I think. And I need to know who you 
are and some form of written committment that the server will be kept in a 
sane. (E.g. not violating the the policies of the hoster.)

Next we need to find a hoster.
The typical root server I am renting does not come with Windows. ;)
