Patch for KDE4Macros.cmake

Hi guys,

I am building a Qt project on Windows and am using some of the KDE4 macro's.
I just found that using KDE4_ADD_UNIT_TEST gives me the following error:

Could not find executable: loc-NOTFOUND.bat

I've attached a patch that fixes the problem. It simply removes the WIN32
check and uses the same command as on Unix. At least this works for me :)
