The new libical requirement

FYI,

The libical maintainer just told me that the next release (coming very soon)
will be version 0.40, and not version 0.34 like I thought.

The minimum version for Unix/Linux platforms is still 0.33.
The minimum version for Windows will be 0.40.

I plan to make this a hard requirement for building kdepimlibs on 13 October.
If this date is unworkable, please let me know ASAP.
