server I recognized which sometimes fails. These are 
garr.dl.sourceforge.net and puzzle.dl.sourceforge.net

I suggest to use http://heanet.dl.sourceforge.net/sourceforge/gnuwin32 or http://kent.dl.sourceforge.net/sourceforge/gnuwin32

May be we can use a generic url in emerge to not have to switch every 
ebuild file.
