Thanks for the reply. Is there an installable package to obtain 
"libxslt.dll.a from kde4-bin/lib/" or do I have to change over to Kde-4.0 ?

You're linking gainst a wrong libxslt. Make sure cme picks up
libxslt.dll.a from kde4-bin/lib/
