CHECK_FUNCTION_EXISTS(strcasecmp HAVE_STRCASECMP) fails

Use CMAKE_REQUIRED_LIBRARIES - see also CheckFunctionExists.cmake

But as I saidf earlier - I don't see a reason why strigi should need kdewin32 at all.
