emerge build mode problem

Hi,

i tried recent emerge build system on win32 and found an issues.:

- cmake defines the build types as Release, Debug,RelWithDebInfo and 
MinSizeRel  using camel case identifiers. in emerge/bin/base.py there 
are lower case types used, which avoid saetting correct build mode for 
kdewin-installer.

The following patch fixes this. Are  there any objectivities ?
