phonon problems with ogg files

Should phonon-on-Windows be able to play .ogg files?  Over time I 
downloaded various utilities to play .ogg files on Windows (Media Player 
Classic, illiminable's oggcodecs, Flac, VLC, but not ffdshow); now 
phonon is using their DLLs but crashing.

I didn't get any errors after I configured khangman to play sounds, but 
when I restarted khangman, Process Monitor shows khangman loading 
phonon.dll, phonon_platform\kde.dll, lib\phonon_ds9.dll, etc. and then 
it loads
   C:\KDE4\share\apps\khangman\sounds\new_game.ogg

Initially I got an alert:
   ActiveMovie Window: khangman.exe - Unable To Locate Component
   This application has failed to start because libFLAC++.dll was not found.
I had renamed libFLAC/libFLAC++.dll because of vulnerabilities in FLAC 
(http://nvd.nist.gov/nvd.cfm?cvename=CVE-2007-6277); note that I could 
play them fine in Media Player Classic.  Now that I've restored these 
files, khangman crashes, and kteatime crashes if I try to preview a 
.ogg-based alert.

Amarok won't play C:\KDE4\share\apps\khangman\sounds\new_game.ogg 
either, it doesn't crash but hangs consuming 98% CPU.

If this is a phonon glitch, where can I learn more about phonon on 
Windows?  Amarok blog says "As a guide, if WMP can play the file, Amarok 
should be able to."  My Windows Media Player can play .ogg files fine.
