Plasma on Windows

It has no shortcut, but it is in ...\bin ( from package kde-workspace )
however it seems to have a regression since earlier version ( at least
on vista ), It worked (almost) ok in the earlier version, now it
simply shows bar-like window in the bottom and then it freezes.
