fcntl declaration missing when building kdelibs using msvc

Hi,

I said almost everything in the object of this mail, I'm trying to build
kdelibs using MSVC (2008 pro version) and it failed on
KDE\svn\trunk\KDE\kdelibs\kdecore\network\k3socketdevice.cpp(166) because it
cannot find function fcntl.

Any idea why ?
