Updated kdewin32

Hi,

kdewin32 needed an update to properly link against currect kdecore. I've 
uploaded a new version (0.2.7) which is available through the 
kdewin-installer.
I also uploaded qt-4.3.1-1 for mingw. It's the first build with our 
emerge scripts. Let us know if this package miss something.
