The directory options in VCExpress shouldn't matter in this case.
You could also try to install this package:
http://www.microsoft.com/downloads/details.aspx?familyid=32BC1BEE-A3F9-4C13-
9C99-220B62A191EE&displaylang=en
I'm also no sure whether the debug versions of the library are included in
the redistributable packages.
You need version 8.0.50608.0 of the CRT.
