build system requirements

Hi all,

in the last time I encounter some issues with the cmake build system on 
win32

generic issues:

-  cmake produces package dependency files with hardcoded build-time pathes

msvc issues:

- cmake do not install manifest and debug files (*.pdb)

If others are faced with more isssues please let me know so we can 
ionform this issues to the buildsystem maintainer.
