strigi fails to build out-of-the box

Hi,

strigi now fails to build as well, it seems the check that sets
ICONV_SECOND_ARGUMENT_IS_CONST does it wrong, because gcc complains
about impossible conversion from const char** to const char** on the 2nd
argument.

Not sure what changed in the meantime, libiconv wasn't updated though..
