Installation of kde dll's

Hi,

Is it expected that KDE installs its dlls into prefix/lib and not into
prefix/bin as qt and other windows apps seems to do it? I tried to
configure kdevelop and kde4-config instantly failed because kdecore.dll
wasn't found (I didn't have the lib dir in PATH). 

Just wanted to know if this is expected or if this is going to change...
