AFAIK there are no such packages. General source packages could be reused at
best. First thing would be to create an installation package resuliting in
working dev. environment, containing only kdelibs (kdebase is tested and
probably needs to be adopted for Windows, to avoid redundancy).
Simply, there are many steps to perform before developer's environment can be
installed. The work is in progress. And there are at least two compilers, so
binaries will be most likely duplicated (this is the cost of having KDElibs
runtime "really working for most of developers").
The docs about preparing the environment are in development within a dedicated
web site http://www.kdelibs.com. The goal is to have as easy as possible to
use, single runtime and development pack(s).
You can mention any of these facts. Hope this helps.
