It doesn't work for me:

D:\>echo %dbusdir%
d:\dbus

D:\>dbus-launch --config-file %dbusdir%\etc\session.conf
"starting global dbus daemon"
The system cannot find the file c:/Programme/dbus/bin/dbus-daemon.

Did you change session.conf?
