[Kde-windows] kde_bootstrap / kde_destroy

Ok, it's me once again :)

Can you tell me why/if we need these two functions? If we need them we
have to fix win/qeventloopex. If not, we have to change
win/include/kdelibs_global_win.h.
This seems to be the last problem before I can compile dcop.exe

I just got the mail regarding this problem (Re: [Kde-windows]
KDE/kdelibs/win) but I'll send mine too.
