D29456: Move KCM from accountdetails to personalisation

REVISION SUMMARY
  Since D28154 <https://phabricator.kde.org/D28154> is removing the users KCM from account details, the KWallet KCM needs to be moved out of there as well, otherwise System Settings will display inaccurate information due to only one KCM being in the category.
