REVISION SUMMARY
  Move `ProcessRunner` into full representation since it's not needed outside the dialog anymore.
  Also honor KIOSK restriction for the printer KCM

TEST PLAN
  - KCM still opens
  - Configure printer and show queue still works
  
  Put the following in `kdeglobals`:
  
    [KDE Control Module Restrictions]
    kcm_printer_manager.desktop=false
  
  Printer kcm would no longer show in the context menu of the applet
