Kgpgrc XDG snippet has no effect

Does Kgpg support configuration via XDG?

Should a file named "kgpgrc" in an $XDG_CONFIG_DIR apply its settings when
a user installs and runs kgpg?

I'm trying to change some kgpg defaults for users via XDG. I have settings
snippets placed in a file called "kgpgrc" in a $XDG_CONFIG_DIR directory,
but there's absolutely no effect when a user installs and runs kgpg.

Any suggestions about how to debug this?
