RfC: move Kremotecontrol to unmaintained

Well, if you like to have it in there, then let it be, it has been in that 
state for years. 4 more month will probably not hurt anyone. But since we will 
not ship Qt4 based software in 17.12 anymore: if nothing has happened to it 
until then I think we should move it to unmaintained.
