[Maniphest] [Created] T1817: Get rid of plugins .desktop files

TASK DESCRIPTION
  While we can easily convert a .desktop file to json during build time, there are a couple of annoying details that would be nice to fix:
  
  - The non-standard `X-KDE-...` keys are always converted to strings, even if they are integers.
  - The list of mimetypes is duplicated in the json file
