[Differential] [Request, 16 lines] D744: Implement setting to disable extraction to subfolder

REVISION SUMMARY
  Sometimes can be annoying to always have to uncheck (if not needed) the
  "Extraction into subfolder" option, in the extraction dialog.
  This global setting allows the user to disable it once and for all.
  The default value is true, which does not change the current Ark behavior.

TEST PLAN
  - Disable the new option from the settings dialog
  - Open and extract an archive with more than one top-level entry
  - The "Extraction into subfolder" checkbox is unchecked
