guidance power manager

Needing a power manager app, I've ported Guidance Power Manager to KDE
4.

An app based on solid and maybe plasma would be a better long term
solution so I look forward to seeing Thomas Gillespie's work, but this
would be an option for KDE 4.2 if nothing better exists by then (it's
too late for KDE 4.1 I think, and has rough edges still).  The simple
UI is in my opinion a notable advantage over existing power managers.
