yes and no. he's the maintainer of that code and therefore needs to look over 
the technical correctness[1], but the usability implications of such a change 
is better handled by our resident usability experts.

[1] in this case, "technical correctness" for this patch is pretty bloody 
obvious: it changes two "true"s to "false" as the defaults for this setting.
