kmeu context and function

what is the point of the kmenu..

..is it meant as a administration/machine-center or is it
information/user-centric?

tasks related to interacting with user information such as music, text,
and contacts are very user-centric where tasks related to things such as
hardware configuration, changing backgrounds, and screen resolution are
machine-centric.

why should they be grouped together in the same menu?

should we perhaps be trying to move to something more than one meta
control center? the user-info/machine-admin difference in context is
pretty stark. is this perhaps already in the works with new plasma
development? (aaron?)
