Ok, will do that now.

In my head this should be a list of things that have changed in a
release and therefore should be tested, and therefore by it's nature
should not form a basis for next releases (i.e 4.10).

What you're proposing (I think) is a list of "important things to
test", which is a useful, but separate task.
