This was simply because as a newly starting team we didn't have the
manpower to cover everything at once, and we chose Software testing to
start with. Of course there is much more in KDE Quality. I renamed the
wiki page now (including it's subpages) and reorganized the page to
reflect that: http://community.kde.org/Getinvolved/Quality
