Default new bug state to UNCONFIRMED (split from Use of CLOSED in Bugzilla)

I don't know how much had to be changed in the Bugzilla code, but
wouldn't it be possible to provide an option upon filing a new bug
whether it should be NEW or UNCONFIRMED (the latter should be the
default then)?
