KPeople, kdepimlibs and KDE Telepathy

Hi,
Today I made effective the first iteration of kdepimlibs splitting
(and actually the one that KDE Telepathy is interested in).

Now KContacts (former KABC) is split and in its path to become a
framework soon-ish (will have a kde pim meeting next monday at 3pm,
everyone welcome), so we get to consider moving KPeople as a framework
as well.

This means we can start thinking about:
- removing non-kpeople code
- releasing kf5-based ktp

Thoughts?
