Review request for Telepathy.


Description
-------

Add "Send a File..." action to presence applet.
It starts ktp-send-file with no arguments that pops up a dialog to choose the file.

Targetting 0.7 since it adds a new i18n'ed string, if approved I won't push it until we branch 0.6
