Review request for Telepathy.


Description
-------

* properly places the tooltip, if I set it in the button it appears whenever it's not expected to appear
* adds visual feedback when dragging stuff on the plasmoid (reduces the opacity of the icon)

I think it should go to 0.6, although the 2nd point is arguably a new feature...
