[Bug 288312] can not connect to a network

OK, I just installed this ppa
https://launchpad.net/~telepathy-kde/+archive/ppa to a fresh install of
kubuntu oneiric fully updated.  This problem still exists here.

"Cannot connect", "internal component error"  Caused by "~/.cache/dconf
does not exist"

I created the missing folder and now everything connects fine.

Will test again with fully updated kubuntu precise and report back.
