New bugzilla flags

I've added two new bugzilla flags (or rather, enabled 2 existing
bugzilla flags on our components), namely:

 - ReviewRequest

set to + if their is a pending patch on RB) .. mostly for tracking
when DrDanz puts something up and forgets about it. There's no need to
update bugzilla every time you put something on RB, it's just for when
we're triaging so we know we can ignore the bug and I can hide them
from my TODO lists.

 - Decision-Required
set this to + if there's not a clear agreement on the validity/what we
want to achieve, at some point we'll have mini IRC meetings again and
quickly go through these and try and reach some consensus on them.
