Looks like that file transfer works only with some accounts or in some other
condition.

Please report both successes and failures stating which accounts are you using

Reproducible: Sometimes

Steps to Reproduce:
Send a file from a gabble account to another gabble account

Actual Results:  
Sometimes works, sometime doesn't

Expected Results:  
Should work always or ft capabilities shouldn't be shown
