Which component goes to over 100% CPU? (we don't have anything called
telepathy-kde)

Could you turn on the debug for telepathy-text-ui in kdebugdialog

then: from a terminal run "telepathy-kde-text-ui"
(it will appear to not do anything until a chat is started)

Then paste the debug output
