Modify FindTelepathyQt4.cmake so it accepts the minimum version as a parameter
of the FindPackage() cmake macro, and then make sure that everywhere where
FindTelepathyQt4.cmake is used in KDE svn uses this new version of it, and sets
an appropriate version number in the FindPackage(TelepathyQt4) call.
