Erm, no. KDE Neon is based on Ubuntu, not Debian.

And it seems they (KDE Neon) dropped the KDE Telepathy packages after 17.08.3
for some reason:

And the packages in the Ubuntu LTS release KDE Neon is based on are still at
17.12.3 (which is not a problem there I assume, as it comes with Qt 5.9, while
KDE Neon has a newer/the latest Qt).

In other words, this bug report mainly exists because KDE Neon does not ship
KDE Telepathy (anymore).
This is a distribution issue IMHO, so it should better be reported to them too.
So maybe this bug report should be re-assigned to KDE Neon, as it originally
was about KDE Neon?
