Same at me - not connecting on startup - clean install Kubuntu 18.04, jabber
protocol.
Error was the same in 17.10 before.

Checked "restore last presence on login".
Unchecked "go offline when closing the contact list"

     Account: gabble/jabber/ktp_2djabber_2dim_1
     Enabled: enabled
        Icon: im-jabber-talk
    Connects: only when requested
     Service: ktp-jabber

Workaround is for me to use mc-tool as mentioned here:
