I'm running a fresh Kubuntu 16.04.1 install and I have exactly the same
problem. No matter what I set, it is always offline by default after a session
is started.

Directly after boot or new session:

$ mc-tool dump | grep Presence -A 4
Presences:
   Automatic: available (2) ""
     Current: offline (1) ""
   Requested: offline (1) ""
    Changing: no

Checking with dpkg, the Telepathy version is
  kde-telepathy  15.04.20ubuntu1
